In acknowledging Your Lordship's letter of the 11th instant on the subject of a piece of Ground for Quarter Master Fagan, P. P. M. of Her Majesty's 78th Regiment, I regret extremely that the recent positive Instructions from Her Majesty's Government preclude my attending to Your Lordship's recommendation in favour of that officer.
